The
Florida Safety Council (FSC)
is a non-profit 501(c)(3)
organization headquartered in Orlando, FL and governed by a Board of Directors comprised
of prominent business and civic leaders who volunteer their time to create a safer
community. A variety of Advisory Committees are also utilized to provide program
guidance.
FSC was established in 1953 with the mission to promote traffic safety throughout
Central Florida. Since that time, over three million individuals have received safety
and health related training enabling them to enhance the quality of life in the
home, workplace, schools, and on our roadways. Today, FSC training centers are expanding
beyond Central Florida by providing curriculums for safety training agencies throughout
the nation. In addition, thanks to evolving technology, FSC has over 100 traffic
and occupational safety related courses available on the Internet for those seeking
a safer environment throughout the world. We now have students completing safety
training courses from all over the U.S. and from places as far away as South America,
Europe, the Middle East, Africa and Asia through our international parent organization,
the
United Safety Council (USC)
.
The Florida Safety Council provides safety and health training in the following
areas:
Driver Improvement Programs:
Promoting traffic safety is the cornerstone of the FSC’s education and training
initiatives. Driver Improvement Programs are designed to encourage safe and courteous
driving habits by enhancing defensive driving abilities and awareness.
FSC also offers a variety of driver improvement programs for individuals,
commercial drivers, truck drivers, mature drivers and motorcycle operators. One-on-one
driving lessons, and high school driver education programs are provided as well.
Additionally, FSC provides the Drug & Alcohol Traffic Awareness (D.A.T.A.)
course required for all 1st time drivers in Florida.
D.U.I. and Alcohol Related Programs:
FSC’s DUI Programs are aimed at changing the behavior of offenders,
thereby reducing the risk of future DUI related arrests, injuries, and deaths. State
certified evaluators and instructors are responsible for helping each client understand
the issues and factors related to risk reduction. FSC’s DUI Programs are licensed
by the Department of Highway Safety & Motor Vehicles (DHSMV) to provide services
in Brevard, Orange, Osceola, and Seminole Counties. FSC also works closely with
the Courts on Ignition Interlock Device (IID) and Secure Continuous Remote Alcohol Monitor (SCRAM)
Orders.
Workplace Safety Training: The Council offers a wide variety of
safety courses and seminars designed to meet OSHA standards in the workplace. These
interactive courses and seminars offer opportunities for participants to share ideas,
problems and solutions. In addition to training courses and seminars, FSC also sponsors
free safety and educational forums for the community. The Council is an approved
OSHA Training Institute Host Site. FSC is also an approved provider for the nationally
recognized Certified Occupational Safety Specialist (COSS) program.
Youth Related Programs:
Recognizing the community need for courses to address the driving behaviors and
behavior management issues facing our youth, FSC created programs targeting drivers
and passengers under the age of 25; teens with anger management issues; and those
with impulsive behaviors such as shoplifting, bullying, criminal mischief, and destruction
of property.
Specialty and Online Programs:
FSC provides an array of specialty online programs which include safe boating,
corporate services, occupational safety classes, and responsible alcohol sales training.

Public Education & Awareness:
Within the community, FSC promotes safety and mishap prevention through its speakers
bureau, literature, and multi-media public awareness campaigns. The Safety Council
is also an approved Continuing Education (CEU) provider for DUI certified staff,
Licensed Mental Health Counselors, Licensed Clinical Social Workers, Licensed Marriage
and Family Therapists, and for the Statewide Public Guardianship Office.
How is the Florida Safety Council
funded?
As a private, not-for-profit and non-governmental organization, The Florida Safety
Council receives funding through student tuition and corporate memberships.

James Meade
Executive Director

Mr. Meade has served as a volunteer for our organization for over ten years, including
the position of Chairman of the Board in 2008. Jim comes with a great deal of business
and management experience in both for profit and nonprofit organizations. Most recently
he was the Director of Government Affairs for the second largest ground passenger
transportation company in the United States. Previous to that he held the position
of Director of Operations for this same company for over a decade. Prior to that
he held positions as General Manager, Director of Airport Services, and Manager
of Services Training for both Braniff & Continental Airlines. Jim has a Bachelor
Degree in Business Administration and is also a graduate of Disney’s Institute’s
Approach to Operation Excellence. In 2007 he was selected as a recipient of Florida
Governor Crist’s "Point of Light" Award.

Shirley A. Cemoni
Director of Human Resources

Shirley Cemoni joined the Safety Council in 1987, and is the Director of Human Resources
and Administrative Services. She has a degree in Business Administration, and is
a certified Human Resource Specialist. Ms. Cemoni ensures the Council’s compliance
of government labor regulations, is responsible for recruitment, hiring and termination
processes, benefit administration, coordination of employee training, and employee
recognition and events. Ms. Cemoni has served on the Board of Directors and is a
current member of MADD Central Florida.

David Shaw

Dave Shaw has excellent credentials with a great deal of experience in financial
positions. He has an MBA from Stetson University and his most recent position was
as the Executive Vice-President, Chief Financial Officer of the Volusia Flagler
Family YMCA, 2005 - April, 2012. Along with Dave's core values and leadership skills,
his past knowledge and experience with our organization are invaluable. We know
that you will find Dave as pleasant as he is knowledgeable, and we are very fortunate
to have him return to our team.

Glenn Victor
Director of PR/Marketing & Major Programs

Glenn Victor has been with the Safety Council since 1997 and is the Director of
Public Relations and Marketing. Mr. Victor earned his Bachelor of Science Degree
from Eastern Michigan University. He has an extensive background with both broadcast
and print media and has also worked for Metro Traffic Control since 1991, reporting
traffic problems on radio and television stations in Orlando. He is a certified
instructor and instructor-trainer. Mr. Victor has served on the Board of Directors
for MADD Central Florida and is involved with the Orange County Coalition for a
Drug Free Community.

Larry Wilson

After relocating from Birmingham, Alabama in 1989, Mr. Wilson held a position with
the Women, Infants and Children Division of HRS. He joined the Safety Council staff
in 1997. After serving in different capacities at the Safety Council, Mr. Wilson
was promoted to Director of Special Programs in 2004. Mr. Wilson oversees the Safety
Council Driver Education, Motorcycle, Internet, and Behavior Modification Programs.

Rob has a Bachelors degree in Psychology and a Masters in Healthcare Administration (MHA). He has
held manager and director level positions in the healthcare industry for the majority
of his professional career.

Jeff Kern
Manager of Information Systems

Jeff Kern has managed the IT department for our organization since 2005. Prior to
coming on board with the Florida Safety Council Jeff served as Senior Vice President
and Manager of Information Technology for
an outsourcing provider serving the health care industry. While serving in this
very demanding position he still found time to donate thousands of hours working
with several Central Florida area doctors to develop a cutting edge neuro-oncology
tracking system. Having worked in the Information Services and Engineering industry
since 1995, Jeff’s knowledge and expertise has played a major role in bringing our
organization into today’s fast paced ever-growing technical arena. He also continually
develops new innovation both technically himself and through the mentoring of his
staff at the council. Jeff earned his Bachelor of Science Degree in Engineering
from the University of Central Florida.
